It refers to when your character attacks and battles one of your opponent's characters and your attacking character's BP is equal to or greater than the BP of your opponent's character.

Although a block doesn't occur when targeting a character with ▼Snipe▼, does a battle occur? Do abilities that activate when battles are won or lost activate?
A battle occurs, so both characters' BP are compared and the result of that comparison is resolved. Abilities that activate when a battle is won or lost then activate.
